EU and Switzerland Sign 'Bilaterals III' Pact to Update Free Movement Rules
The EU and Switzerland have signed the Bilaterals III pact, updating free movement rules, remote work allowances, and professional qualification recognition.

On March 2, 2026, the European Commission and the Swiss Federal Council signed the 'Bilaterals III' pact, a significant update to the existing Free Movement of Persons Agreement www.visahq.comwww.admin.ch. This development is particularly impactful for the approximately 200,000 French workers who commute to Switzerland daily, as it aims to provide greater legal clarity and stability for cross-border employment within the Schengen framework. A key feature of the agreement is the establishment of a joint labor-market committee designed to facilitate the rapid recognition of professional qualifications across borders.
The pact also modernizes administrative processes by introducing enhanced electronic reporting for tax obligations, which is scheduled to begin in 2027. In response to modern employment trends, the agreement extends the remote working allowance for cross-border employees from 40% to 60% of their annual work time. While the agreement is expected to bolster cross-border economies, it remains subject to formal ratification and may face potential challenges through public referendums before it is fully implemented.
